The Vancouver Fraser Port Authority has selected TerraMarine as the preferred proponent for the landmass and wharf component of the Roberts Bank Terminal 2 Project.
The selection follows a competitive procurement process and remains subject to the completion of contract negotiations with the port authority.
Roberts Bank Terminal 2 is a planned marine container terminal at the Port of Vancouver that is expected to increase container capacity on Canada’s West Coast by more than 30 per cent. According to the port authority, the project will add more than $100 billion in annual trade capacity, contribute more than $3 billion annually to Canada’s gross domestic product and support tens of thousands of jobs.
TerraMarine is made up of FlatironDragados Canada Inc., Van Oord Canada Ltd., Aecon Constructors, a division of Aecon Construction Group Inc., and Carlson Construction Group Inc. The team is supported by design firm Arcadis Professional Services Canada Inc. and sub-consultants Stantec Consulting Ltd., TYPSA Inc. and Tetra Tech Canada Inc.
The contract covers construction of a marine landmass, wharf structure and berth pocket, widened causeway, expanded tug basin and selected environmental mitigation and offsetting projects.
The port authority said TerraMarine will work with the port authority, First Nations and regulators on construction planning, including logistics, scheduling, costs, early works and subcontracting opportunities, including for Indigenous-owned businesses.
Financial close, construction mobilization and early works are expected to begin in late 2027, with land reclamation scheduled to start in 2028. Terminal operations are expected to begin in the mid-2030s.
The project has received environmental approvals and the consent of 27 First Nations, with whom the port authority has signed mutual benefits agreements. The port authority has also signed a memorandum of understanding with Global Container Terminals to explore a partnership aimed at developing and operating the terminal.
