CGI report finds digital transformation accelerating despite legacy, talent barriers

Canadian IT and business consulting firm CGI says global organizations are accelerating digital transformation amid economic uncertainty, but legacy systems and talent shortages remain major obstacles.

In its annual global insights report, based on conversations with more than 1,800 business and technology executives—80 per cent of whom are C-suite leaders—CGI found that two-thirds of executives say digitization is reshaping business models, particularly due to global supply chain reconfigurations and shifts in the economic landscape.

Despite high ambitions, only 28 per cent of respondents said their operating models are agile enough to support rapid digital change. Nearly half cited legacy systems as the biggest barrier, while 70 per cent reported challenges in recruiting and retaining IT talent.

“Executives continue to pursue ambitious digital transformation goals while navigating complexity, managing costs, and adapting to evolving workforce dynamics,” said François Boulanger, CGI president and CEO. “Many organizations are increasingly seeking an enterprise-level partner offering not just technical expertise but also deep industry and business experience.”

The report shows rising interest in AI, with 35 per cent of organizations implementing traditional AI and 26 per cent deploying generative AI—both up year-over-year. Executives identified AI and automation as their top investment priorities heading into 2025.
