Quebec requires road test for some Ontario truck drivers exchanging Class 1 licences

The Quebec government has introduced a temporary measure requiring some Ontario truck drivers to pass a road test before exchanging their Class 1 licence for a Quebec equivalent.
The measure applies to Ontario Class 1 licence holders who have completed a recognized heavy-vehicle driver training program.
Drivers with 24 months or more of Class 1 or equivalent driving experience whose licence is valid or expired by less than three years can exchange their licence after completing a medical examination.
Drivers with less than 24 months of experience must also complete a medical examination and pass Quebec’s Class 1 road test before receiving an equivalent licence. Those who fail the road test twice will be required to complete Quebec’s mandatory Class 1 training program.
The temporary measure follows an audit by Ontario’s Office of the Auditor General, published May 12, 2026, which found stronger oversight of commercial driver training and licensing programs was needed to help ensure drivers are properly qualified.
