Not all fleets are created equal. For shippers, choosing the right transportation provider can mean the difference between a safe, on-time delivery and unwanted hiccups that lead to lost business and strained partnerships.
Trucking HR Canada’s Top Fleet Employers (TFE) program aims to change some of the perceived narratives around the trucking industry. Launched 13 years ago, the program places a spotlight on fleets that excel by investing in their people and leading the way with innovative HR practices. This has made the TFE program the standard for workplace excellence in Canada’s trucking and logistics sector.

“Ultimately, TFE helps strengthen the sector’s ability to attract and retain talent, not only within trucking, but in competition with every other industry competing for the same workforce,” said Splinter.
The roadmap set by recognized TFE companies is not an easy one to follow. With intentionally rigorous and comprehensive benchmarks, Top Fleet Employers are assessed across 10 areas of workplace practice, including recruitment and retention, compensation, mental health and wellness, diversity and inclusion, training and skills development, ethical approaches and corporate citizenship. The fleets that meet these high standards are the cream of the crop in the trucking industry.
“A strong safety program or compensation package alone is not enough. A Top Fleet Employer must demonstrate consistent, documented and verifiable excellence across the full spectrum of what it means to be a strong employer,” said Splinter. “In practice, that means having formal policies in place, demonstrating that those policies are actively implemented – not simply written – and meeting or exceeding established scoring thresholds across every section of the assessment.”
These benchmarks are not only accessible to every fleet in Canada, they are also encouraged by Trucking HR Canada. An assessment rather than a competition, TFE recognizes every carrier that meets the standards, regardless of size, location or how many fleets qualify.
“At its core, the program is about leadership. That means a small fleet in Nova Scotia and a large national carrier can both earn recognition in the same year because they are measured against a defined standard rather than against one another,” Splinter explains. “It also means that TFE employers are not competitors, but peers. That peer community is one of the program’s greatest strengths – a network of employers committed to raising the bar, sharing best practices, learning from one another and collectively making the industry stronger.”
Common traits among carriers that continue to be recognized as Top Fleet Employers include strong leadership, investment in staff, communication and a commitment to continuous improvement — all of which are necessary to meet the standards year after year.
“Annual reassessment prevents the designation from becoming static,” said Splinter. “It helps maintain accountability and ensures the standard continues to evolve alongside changing workforce expectations and emerging best practices.”

Sending a message
As shippers and supply chain partners look to build strong relationships with transportation providers, choosing the right carrier has never been more important.
As Splinter points out, the way a company treats its people is directly connected to the quality and reliability of the service it delivers.
“A fleet with high turnover, low morale and weak HR practices introduces operational risk, including inconsistent service, higher accident rates and challenges maintaining a stable workforce,” she said.
Top Fleet Employers not only invest in their people, they set the standard in recruitment practices, training and skills development, employee support systems and workplace culture.
“For shippers, TFE recognition is more than a marketing badge,” said Splinter. “It is an independently verified signal of operational stability, workforce quality and long-term reliability.”
