Caroline Desbiens and Yves Villemaire have been appointed to the Transportation Appeal Tribunal of Canada (TATC).
Desbiens has been practising commercial and corporate law since 1988 with a number of Quebec law firms. From 1994 to 2007, she was a member of the Civil Aviation Tribunal.
She is a member of the Canadian Bar Association, the Barreau du Québec, the Institute of Air and Space Law and the Canadian Association of Maritime Law.
Villemaire holds an MBA from Queen’s University and has studied alternative dispute resolution and financial and human resources management. He holds a diploma in nautical sciences and a command certificate from the Canadian Coast Guard College.
He held increasingly senior management positions with Fisheries and Oceans Canada and the Canadian Coast Guard between 1993 and 2007.
The TATC provides an independent review process for anyone who has been given notice of an administrative or enforcement action taken by the Minister of Transport, railway safety inspectors or the Canadian Transportation Agency under various federal transportation acts.
